What do you mean when you say you were "trying to open a workflow"? Please be as specific as possible.

This is a brand new Interwoven install. This WOrkflow was created by
the
Consultant that did the install. I installed WorkFlow Builder on my box
and tried to open this Workflow...and ot that message...it will not
open....

Are you sure the workflow was created using WorkflowBuilder? Is the extension to the a file a .wfb or a .wft? If there's no WFB file then the workflow was created with a text editor, an WFB is not an option for you. If you read other posts on WFB you will see that WFB has limited value for WFs that are beyond the most simplistic because of how it deals with code and external tasks.
If there is a WFB, then please post more information and we can try to help you out.

In addition, a simple hour or two sitting down with the Workflow Developer's Guide would probably give you enough information to at least understand the basics of workflow. I hope you are not expecting to just understand pre-existing workflows without understanding how workflow works in TeamSite. Consider taking one of Interwoven's training classes on workflow.

Also consider uninstalling WorkFlow Builder,

To elaborate a little, workflows created with the Workflow Builder tool exist in two files: wfname.wft and wfname.wfb. If you are missing the wfname.wfb, wfname.wft will not open in Workflow Builder. It will error with the messages:
Error: cannot open file wfname.wfb [ok]
This workflow was created using information from server 'Unknown Server'. Check all attibutes for correctness. [ok]
Yeah, it does say 'attibutes'
And of course you're missing the wfname.wfb file cos the workflow was written by hand in a text editor. Best course of action... open the wft file in a text editor and check it out. If it's just a word or something you want to change, and you're familiar with markup and code in general, you'll probably be okay. If you want to change the course of the workflow (or do pretty much anything complex), definitely check out the education section of the interwoven.com.
