Page Break Avoid inside

I am attempting to avoid page breaks within a group.

So on the groups under page break's I put avoid on the Inside.

But I am still splitting up the group among different pages. It is not the case
where there are too many entries to fit on one page. I have 5 groups on page 1,
with 2 records of group 6, and then page 2 has two more records for group 6 and
then continues on to the next groups.

Any ideas???
