Mouse Event on HTML Button to Call on Intialize Function

How do you add an HTML button that calls a function on a mouse click event, and the function resides in the on initialize of the report? I know how to create a java script inside the HTML block, but if the function resides outside the HTML block, how is this accomplished. Is a new mouse event handler necessary?
