Highlight SVG Bar Element on Mouse Over

How can I dynamically highlight, outline, or modify the color, . . .etc. of a bar chart element on mouse over.

I am currently using the mouse over tool tip to display values but I would also like to make the bar itself do something too. Please see the attached classic cars report sample for reference.
