permission for creating new file

i have a problem, that few users even if they log in as master are unable to create new files etc..
where should these permissions be specified.?
which files need to be edited..

plz reply if anyone knows the solution

Is your OS Unix? Is the user in the group that the branch was shared to.

Permission to modify files is based at the operating system and how you set up your workareas - which group is allowed to modify files. Make sure the people you want to modify files in a particular workarea are members of the group that workarea is shared with and that all the files are group writeable. It has nothing to do with TeamSite roles.
