Actuate 11 is the latest version of the set of tools. This refers to BIRT, eSpreadsheet/BIRT Spreadsheet, iServer, iPortal, and everything else under the current set of tools.
Actuate One is a tag for the single, unified set of tools in a common environment. So, one set of design files, tools to design those files instead of separate tools. And all of these are based on BIRT. So the analytic engine, dashboards, mashups, report viewer, and designers are all based on BIRT technology.
Unless something has changed that I am not aware of (which is possible since I am not affiliated with Actuate), ERDPro is not going away anytime soon. It is still supported in the current version of Actuate, and ERDPro reports should still run.

Hi there! johnw already answered this question, but I wanted to add a bit.<br />
<br />
AcuateOne is our current tag line for our suite of products available in version 11. It's our of communicating our vision of One Design, One Server, and One User Experience. <br />
<br />
If you're new to Actuate, I would recommend you use BIRT Designer Professional to create your report, but no, e.Reports are not going away. As johnw stated, we do still maintain and support e.Reports with our current version.<br />
