Transpose column data to row data

I am struggling to get data to display in the desired layout.

Attached are two (2) views of desired data presentation (Desired View 1 & 2). Also attached are two (2) views of the current crosstab perspective on the data and the raw data (Crosstab View 1 & 2). The number and type of elements will vary with each operation, thus the two different examples.

This would seem to something BIRT is well suited for but the answer is eluding me.

There are 3 areas in a cross tab

1. Row
2. Column
3. Cross Sections

For the layout you are trying to do, move from the row area to the column area.
