Using API I need to find all labels and change then. Labels could be at any place: in body, in grid. Anywhere. How to get all List of Labels/ or just full list of elements.

In the code you can see: 
 
TableHandle table = (TableHandle) design.getBody().get(0); 
 
So if you do the following: 
 
List elements = design.getContents(); 
 
This should give you all the elements defined in the report. After that you should loop on the elements (and nested elements) and find a condition that checks if an element is a label.
