Is there any script in IWOV to pop a dialog form to the user to select files to attach to workflow?

Well, there's the TeamSite GUI - before you launch the workflow, and there's the Add Existing Files option if you go to the Task Details window - but I don't think there's any separate CGI program available for doing so.

I want to give the Approver the Option to select files in different folders( a DCR, an Image etc) before he assigns the job to the contributor(while Selecting the Contributor).

At this point the general options OOTB are to select the files in the TeamSite GUI *before* initiating the New Job -or- have the first task in the workflow be assigned to the job initiator where they can then go in and use the Add Existing Files option to add the files then.

Anything else is custom code - and if you're trying to do it within the workflow instantiation form it will probably have to be javascript code.
