BIRT Memory leak issue

Can you help how I can avoid memory when stopping Tomcat server.
The following are the log information
appears to have started a thread named [Thread-5] but has failed to stop it. This is very likely to create a memory leak.
org.apache.catalina.loader.WebappClassLoader checkThreadLocalMapForLeaks
web application created a ThreadLocal with key of type [java.lang.ThreadLocal] (value [java.lang.ThreadLocal@3f64fffc]) and a value of type [com.ibm.icu.util.ULocale] (value [en_US]) but failed to remove it when the web application was stopped. Threads are going to be renewed over time to try and avoid a probable memory leak.

Threads are going to be renewed over time to try and avoid a probable memory leak.

Threads are going to be renewed over time to try and avoid a probable memory leak.

This looks very similar to an issue from this bug report which was dismissed as a Tomcat issue, not an Eclipse/BIRT issue.
