Unable to get genReport to run

I'm trying to run genReport from the commandline. However, when I do this, this error shows up.
I'm running this on a network drive with nothing on it but my birt-runtime files, so I suppose that it's
possible that the JRE is outdated or not available in some fashion, but I can't say for certain. Any ideas?

SEVERE: exception in parsing the paramters

The only thing that seems to work is the help function. Does anyone have any idea what might be causing this?
