Compiling BIRT Reports?

I want to let users customize certain aspects of their report and maybe even assemble report XML dynamically and throw that XML into BIRT at runtime rather than from a file or even compile reports if that?s possible.

Is there a tool or framework that can allow any of this?

Can BIRT reports be compiled to byte code?

Can you explain more about what you're wanting the user to be able to customize at runtime? Actuate offers some products that deal with end user report customization. Specifically, I'm talking about the BIRT Interactive Viewer and the ad-hoc tool, BIRT Studio.
