Date Format Issue with XLS export

We have maximo 7.1.

When the end users run report they see the dates in decimal formats (when the report is run with XLS format selected), whereas when i run the report and one of my other colleague run the report we get the dates perfectly.

What could be the issue ?

I have formatted the date field from the BIRT designer Layout > Format Date Time > custom (MM/dd/YY HH:mm:ss z)

Any help would be really appreciated.

Different versions of XLS? Are they in different locales?
