Every time your report is run the data will be refreshed to reflect the most recent data in your DB. It's because of this the reports are dynamic, if this isn't what you were asking could you please post an example of what you are trying to do?

To be specific Is it possible to create Custom Data Source(Connecting to DEV,QUALITY,PRODUCTION DB server) and query builder that prompts the user to select data, processes the user?s selection, and creates the query to get the data.

Yeah this can be done, what do you want the user to be able to input, the field or the actual data?
