Apply custom config settings at runtime

Hi,
We have a requirement to customize reports with different Group-by expression for the same report based on the input parameter that looks something like below:
<?xml version="1.0" encoding="UTF-8" standalone="yes"?><widget_config><settings><property id="0" name="GroupByDAC" value="Y"></property><property id="1" name="GroupByBAC" value="Y"></property></settings></widget_config>

The report element needs to read this and construct the "Group BY" . How can i read the xml parameter and apply the setting.

How is that XML being passed to the report?

Xml is passed at runtime through BIRT API's.
We have built a service on top of the BIRT API'S that allows the end user to create a report dynamically by dragging and dropping the individual rptdesigns.
At runtime, the service creates a new rptdesign and copies all the datasets, elements from the individual rptdesign to the new report. If i reference row._outer in any of the design , the copied dataset has an addtional binding which is empty. How can i avoid this?

Please help.
