A report library is used for storing information in one file that you want to use across multiple reports, it can hold style sheets, data sources, variable, and parameters. On the other side of things you have the report template which is just that. It's a way for you to standardize (or template) a report format that you want people creating the reports to use. They are both powerful tools that you can use when making reports.
