i want stop creation of empty logs file's like

ReportEngine_2012_11_15_11_09_02.log
ReportEngine_2012_11_15_11_09_02.log.lck

when ever tomcat stop/start

What OS is tomcat on? You could create a script to check if the log file is empty and then delete it if it is. Then you could add a cron job to run that script every x minutes/hours.
