Cascade Parameter Question

Hi have created a cascaded parameter i.e p_country and p_city
lets say country and city .
So, For selected country, respective City sd appear in p_city , but I want to provide value for list of city for each country ( where country list is obtained from SQL but City value is hardcoded) statically with map or array not from the datset .i mean scripting the values of city in form of array . What i have done is used cascaded parameter and on second parameter i.e p_city i have something like this :
on getSelectionValueList:
var value =[];

if (params["p_country"].value == "USA")
{
value[0]= "Dallas";
value[1] = "Columbus";
value;

}


My issue is my requrement works just fine if i make p_city as static in Value type from properties but gives error :" Parameters within a cascading parameter group should be dynamic type." , but if i continue with error it works fine and generates report according to requirement.When i change the value to Dynamic , it doesnt even read the script.
Is there a way to suppress that error or any suggestion. Please Help
