Submit behavior

When multiple users on different branches submit files to STAGING, does TS handle submissions in order? Or since users, are on different branches are they handled independently?

For example: User 1 performs a large submit to staging on branch A. Few seconds later User 2 submits one file to staging on branch B. Will the second user's submission sit in the queue until after the submit from user 1 is complete?

Multiple submits to the same branch are serialized.
However, I believe that submits to different branches will be handled independently. So user 2's submit should get started before user 1's is complete. However, it may be slower due to the system resources utilized by the first submit.
