BIRT 3.7.1 PDFs Different From 2.3.2

Upgraded to Maximo 7.5.0.3 last week and have complaints from the users since their reports are not being rendered as they did before. We had the font size set to large and with the new BIRT that is a larger font then in the old version so things don't line up correctly. We've found that if we change the font size to 11pt it looks fairly similar to the old version.
Our problem now is that while the reports look correct on the screen, when we convert the report to a PDF format, it is inserting a page break before the workorder tasks and if we have nested tasks another page break before that section. In the old version, these were printed right after each other and a page break was only inserted at the end of the page. I've tried setting the section properties for page break after/before/inside to Avoid, but that doesn't seem to make any difference. What else could be causing this unwanted behavior (page breaks)?

Are the reports from 2.3.2?

Yes, the reports are from BIRT 2.3.2.

There are significant changes between BIRT 2.3.2 and BIRT 3.7.2 (used by Maximo 7.5). You might need to re-design the reports. It could be many things. After BIRT 2.3.2 the fixed layout has been drastically improved so that most formats will look the same. However, due to these changes it broke some old reports.
