Two different tables on a single page

I have a requirement that, there should be two tables(order vertically one above the other) on a single page. The top table is supposed to display an image of fixed size. The table in the bottom may have any number of rows. If the bottom table could not fit the rows in the current page, then it is printed on the next page. But still the page for the image should be left empty. It is the same for images. If there are n number of images, then all the images are printed only at the top of the page, leaving the bottom page empty for the bottom table.
It is quite hard for me to explain this. But I hope you understand.

Are you wanting to have the image in the top table repeat if the bottom table continues to another page?

Yes. You are right. But the top table itself could have any number of images.
Consider, the top table should print 5 images. Then it should be printed in atleast 5 pages, irrespective of the bottom table.
If the bottom table have data for more than 5 pages, it should create its own new pages. But still it should leave the top table's space empty|(from the 6th page).

You could place a grid in the header of your table then place the images in the grid. This way the images will repeat on every page that table is on without the need for any scripting.

But if the header's height is more than 3.5 inches. It is only printed on the first page. It is not printed on every page. Is there any solution for this?
