Creating multi element in a report using API

I am trying to create a dashboard report - it has 2 charts and one cross tab elements. My question is: can you create the exact report using the API. Which API is used for laying out of elements on a report..is it the design api?

You can use the BIRT Design Engine API (DEAPI)set for this. The BIRT Designer was built using these APIs.
