Here's a good <a class='bbc_url' href='http://www.birt-exchange.org/org/devshare/designing-birt-reports/1623-creating-a-tabbed-html-output/'>devshare</a> by mwilliams that's similar to what you need. The links are on the top instead of the side, but I think you should be able to put the links and the content window side by side in a grid to get what you're wanting.
