Login doesnt work after installing OpenDeploy 5.6

Has anyone else seen this problem occur:
We are in the process of upgrading our environment to TS5.5.2 SP3 on Win2k
The base installs for TS and TST 5.5.2 SP3 work fine - login is OK and ootb functionality is OK
When OpenDeploy 5.6 base and admin components are installed the login no longer works - browser returns an error that it cannot contact the servlet engine
Looks like it is having problems setting the OpenApi port to the default of 1099 - get an entry in the serveletd_err.log similar to:
Retrying OpenAPI Call Iwservice.locate(rmi://localhost:1099/IWAccessService)
If you stop the OD UI Service, then the OD Server, the Web Deamon and the Sevlet engine - then restart in the reverse order - it seems to fix the problem - however it comes back whenever the server is rebooted.
Any thoughts?

There are a couple things you could do.
You can remove the tomcat instance for OD and utilise the teamsite instance. I guess that would also free up resources.
It does take a little fiddling around though, you need to install the opendeploy webapp into the servletd instance.
If you have a start up sequence problem, try fiddling around with the service dependancies to have to servletd start up before the adminserver/od ui

we saw this exact problem running on unix. The processes were
up in the stack, but a quick look at netstat -na showed that the
port was not listening. After 15 to 20 minutes, it all started working
(logins)
What I could discern was that after the initial install, the services were started, but were busy doing something before they all actually were available.
