They can be. You can do sub-reports as either a seperate report, called a Drill-Down, or you can do it as a nested table.

You can find examples of both in your BIRT Designer, under Window/Show View/Other/Report and Chart Design/Report Examples. This will give you several examples, Check Drill To Details and Sub Report examples.
