BIRT report page break always but not on first row?

<p>I have one of my row types set to pageBreak always, the problem is it's also always the very first row, so it inserts a page break at the very first row as well, which gives me one page that has nothing but a header at the start always.  Is there a way to use pageBreak set to always but not if it's the first row?</p><p> </p>
