Why are the emitter descriptors in separate packages from the emitters themselves?

<p>Each BIRT emitter (the code that produces the output) has two packages: org.eclipse.birt.report.engine.emitter.config.<em>name</em> and org.eclipse.birt.report.engine.emitter.<em>name</em> (e.g. org.eclipse.birt.report.engine.emitter.config.html and org.eclipse.birt.report.engine.emitter.html ). <p>It looks like the config package is separate to allow you to change how the emitter is configured easily without having to rebuild the entire emitter.</p>
