Force the charts to show zero data instead of disappearing?

Hi,
 
I am showing around twelve speedometer charts. Because of the filter criteria, some charts do not get the data and thus there is no chart shown. The customer wants that if there is no data, still show the speedometer with the needle on zero
 
Is it possible for the chart to show with the needle on zero even if there is no data available under the filter criteria

Can you attach some sample data as csv and a sample report for me to build an example? One simple way to do this would be to write an expression in the meter value definition like this
