Three follow up questions.
<ol><li>Is the data on the left from the first page and the data on the left for the rest of the pages the same data set?</li>
<li>If yes, to the first question are the amount of rows on the first page fixed?</li>
<li>What version of BIRT are you using?</li>

</ol>All the data comes from the same XML. 
The data on the left will be text. The data on the right will be mainly tables and charts but also some text.

The data/rows that has to be in the first page are fixed.

</ol>3.7. But no problem if I have to change to the last version.

See attached example. The trick is to have multiple master pages. In the page break tab of the properties of grids and tables you can set which master page to use.
