Table not showing when data set is empty

I have a table that is bound to a date set that is returning 0 rows. The table is not displaying on my report at all. I do not have anything set in the visibility property of the table or any of the rows or data set items.
 
Any ideas as to why this is happening? If i remove the data set binding to the table it shows up.
 
I am using Birt 4.4.

What do you want to show when 0 rows? just the table header? Can you post your design?
