Input report parameters changed to '??????'

Hello!
MAXIMO version 7.505.
After redeploying MAXIMO we encountered that when we passing parameters for reports in Russian (for example string 'Ð¡ÐœÐ¢-5') in SQL log file this string changed to '???-5'. Obviously there is no output rows for query like this SELECT...FROM...WHERE location = '???-5'.
It seems like a silly problem with MAXIMO settings because the same report runs correctly in BIRT.
I attached screenshot with our MAXIMO version and SQL log file with '???'.

Unfortunately, I don't have a copy of Maximo to do any testing with and this sounds like a Maximo issue and not a BIRT issue? Did you receive a solution or workaround from their forums?
