Commands requiring root access ?

Hi all
I am working at a place that also tightly controls root access. I have seen the KB on the files that are setuid, however what I am curious is what commands require root ?
There are way too many people on my dev server to test this out, so I am curious if anyone knows for certain on the following commands.
Looking through the bin directory & in the manual I
came up with:
iwadduser
iwconfig
iwfreeze
iwfsck
iwfixfs
iwfsshrink
iwproxy
iwreset (?)
iwrmuser
iwuser
iwmount
IT is planning to make these commands sudo capable, just curious if there are more.

Commands that need the Setuid root:
iwcgi.cgi
iw_cgi_wrapper.cgi
nph-iw_cgi_wrapper.cgi
iwmerge.cgi
iwfileupdownload.cgi
iwgetldapusers
iwfsckcgi.cgi
Commands that needs to be executed by root:
iw-home/bin/iwserver (Also, needs access to the backing store, which is owned by root.)
start up scripts such as /etc/init.d/iw.server and the scripts in iw-home/private/bin
iw-home/private/bin/iwfsfix
iw-home/private/bin/iwfsck
