Birt 4.4.0
SpudSoft emitter

I do not believe the SpudSoft emitter can insert cell comments into the excel output.
 
You can file an enhancement to request this feature be added.

I do not know of an excel emitter for 4.4.0 that will include support for excel comments. However, if I can find one that does I will update this thread.
