Browser Version Incorrect

I'm installing Actuate 11SP3 on a Windows Server 2008 R2 with IE 11. After installing ActuateBirtiServer, IIS, and converting my custom directory to an application, I should be able to connect to the custom asp page locally. However when I attempt to connect (<a data-ipb='nomediaparse' href='http://localhost/actuate/report_param.asp'>http://localhost/actuate/report_param.asp</a>) I get this message.
 
 
Error - Browser Version Incorrect
It is not possible to view this page since it uses features not supported by the browser you are using.
You must use Internet Explorer 4.0 or Netscape 4. or later to view this site. 
 
I'm using IE 11. Does anyone know why I getting this message?

If you are using an Enterprise edition and you have a current Actuate Support agreement, please open a Support case by visiting support.actuate.com
 
Please also note that IE 11 is not supported in 11SP3. Try using compatibility mode or moving to a different browser as a temporary work-around.
