Birt Graph on Flipped Axis Not to Scale

Hello,
 
I have a graph is my report that aligns with my table. So each row on the table corresponds to each bar on the graph on a flipped axis. I have a percentage column. In the sample data I have 50% and 100%, but if you look at the report, the scale does not match the value..(100% is not twice as long as 50%), looks like the 100% bar has shrunk. Can you please help in fixing this issue?
I am using Birt RCP Report Designer 4.4.2.
