Stacked Bar chart with optional Y axis

I have to create a report which has Y axis, X axis (Location) and optional Y axis (failurecode) and its a stacked bar chart .
 
this chart has to be sorted on x ais ( max failure code to appear first).Attaching the output as it appears today.

You can use the multiple Y axis under the select chart type and make the second one series 2 in the select data window. Hope I understood you
