What kind of chart it is png,html5....? and what is the birt version?

I'm using 2.3.2.2 birt version and the chart is png type.

I don't have 2.3.2.2 handy, but in BIRT 3.7.2, you can change the legend text item's wrapping width to a positive number:
 
Edit Chart > Format Chart > Chart Area > Legend > Layout > Wrapping Width
