When you create a bar chart, there is an orientation option to flip the axis of the chart. That option will help produce a chart like the screenshot you have attached.

When select to flip the axis, the labels should be displayed to the left by default.
 
Can you attach a sample report that demonstrates the different behavior you are seeing?
