<p>You will need to use this in conjunction with defining a Bookmark to go along with the TOC.</p>

<p>Then in the URL, you can add the "__bookmark=" and it's value to target that particular item.</p>

<p>In the attached example to see it in action in either OS or commercial BIRT, you can view the report and then add "&__bookmark=bmItaly" and it will jump to the Italy section.</p>
