One tpl multiple DCRs

Hi All,
This might seem silly, But I know its not straightforward.
Is there a way to use multiple DCRs and one single template.
At a given time, I could use only one DCR and other times I could use both. But the generated page should not just get overwritten but gets updated?
Also can we restrict DCR usage by the users. like one user can access only one DCR to use the template and another user can use both or either DCR with the template.
