Bea Portal & Teamsite

Need some guidance..
Since Bea Portal supports the creation of portals based on layouts and portlets, is it possible to administer those layouts from teamsite on a "hot deploy" mode? (i mean: no need to restart portal service)
Is it useful TeamTurbo in this case?
