How to Enable the BACK and NEXT navigation buttons in BIRT parameter screen as shown in the below screenshot?

Hi,
 
The Back and Next button are enabled only when you choose Run & Save or Schedule from the Information Console in iHub. In this case, they are used to navigate between the tabs of the multi-tab screen. If you choose only to Run the report, this will be a transient execution (the report is not saved to the iHub) and only the Parameters tab is shown.

Hi,
 
The Back and Next button are only relevant when a report is scheduled. For a transient report, the only things the user can control are the report parameters. Honestly, these two buttons should not even be visible when running a transient report; in my opinion, showing them grayed out is bad UI design.
