Paddings and vertical-align problems in PDF

Hi! I designed report and it works brilliant in preview, but in PDF my paddings(which i create programmatically in OnCreate) not works.
I use paddings because i need to align vertically two dynamics element in one cell. (property vertical-align not works, layout is fixed)
 
So, maybe, somebody know how to make paddings works programmatically in PDF or how to correct align in PDF?
I'm new in BIRT, so any help will be appreciated.

As i see, when i set a width parameter in OnCreate for any element, element converts to inline-block(was inline). But in PDF padding and margin parameters not works(( Why?
