regenerate page using the button in the file menu

When ever i change my dcr or a tpl file i regenerate all the htmls files associated with the dcr's.
The regenerate does not work when i do it once... but works when i do it twice...

This is some thing that i have observed over a period of time.
Does any one know the reason why this happens...??
