Aggregate on hour

I need to aggregate data that is collected every 30 seconds by hour. There is a datetime field in the row but I need to know how to strip the hour field out

You could use the formatter to get only the hour value from the datetime value:
Formatter.format(row["CreatedDateTime"],"hh")
