different Performance between eclipse.exe and tomcat 7

I need your suggestions or ideas.
 
We have build a cross tab report with dynamic background colors. The reports works very well.
If we run the report directly from eclipse designer as web viewer, then the report run very fast.
 
If we start the same report from the report runtime engine (tomcat 7), then the report run very slow. The difference is more then half as long.
 
We use the same database, same parameters.
 
Do you have any ideas, what could be the issue of this? Could I run the report outside of the eclipse designer without using tomcat?

problem is solved. It seems it depends on the version. We have updated from runtime 3.7, to 4.6 and now it works without performance problems
