Failure:00001 kills me

HI,
NO workflow can be started on my maschine (Win2000).
I builded a workflow (which works fine at another customer's server) and when I tried to start it, the following message occured:
ERROR: Could not create workflow FOOBAR
ERROR: ERROR: 00001: Failure in operation
Job 0 does not exist.
ERROR:00001: Failure in operation
Well, I thought it was my code. But after a while of debugging.
I builded an extremly simple xml-file and tried it with iwjobc.
But the same failure occured.
I work with TS 5.5.2 Build 14136.
May be you see the simple xml-file attached
Can you help me?

This sounds familiar; although I do not know a solution, it believe to remember it might have to do with a false installation of the Windows 2000 Service Pack 4. The client deinstalled it and replaced it with an SP3. Since then (we believe) this error occured.
Sadly, I found no hints anywhere here in the DevNet...
Anybody?

Hey, another puzzle piece.
I typed in iwgetwfobj.exe and got:
Object 257 does not exist.
Invalid workflow registry.
May be that helps
Does it helps, when i delete/create the workflow registry?
