The first error message is obvious. Make sure you have Write permissions on your workflow definition (dm_process object).
The second error message says that a part of the workflow definition has invalid ACL, this means Jian Yuen modified the permissions of activity "Staff attorney ...". This should not be a private acl, please contact your administrator to fix this (put a public ACL on it).
