It might help if you could frame the question in a different way...

Are you asking why someone would want to upgrade from Webtop 5.x/6.0 to 6.5? and from Content Server 5.x to 6.5?

New functionality is nice but I think many people upgrade for support, bug fixes, better performance, and scalability. I also know of many companies that are very happy on the older versions and don't plan on upgrading at all unless they have a business reason to.
