I have tried to find the download link for Documentum 16.4 developer edition and follow your guide, but all i have found is the 7.1 edition:

There's no OOTB developer version newer thant 7.1. You can set up one by yourself, as long as you have access to Documentum downloads, by downloading DCTM 16.4 and installin it in a local VM
